Troy R. Gilyard is your Vice President of Membership. Troy was raised in Quincy, Florida, and has been a resident of Tallahassee for 16 years. Troy has 28 years of Government, Public Service, and Private Sector Experience. He has been managing projects, programs, and contracts for over 15 years.

Troy is a Sr. Program Manager for GuideWell Source. Troy leads the Asset Management program and serves as the Business Continuity program manager for the organization. Troy oversees and manage record management as the coordinator for the department, leads departmental projects, lead efforts to ensure compliance/conformance to policy, procedures, and regulations, and serve as backup to Director, Corporate Services & Risk Management on Emergency Response Team (ERT), Enterprise Operations Committee (EOC).

Prior to joining GuideWell Source, Troy was a Business Operations Manager for FBMC Benefits Management, Inc. In this role, Troy managed corporate projects from initiation through completion. Troy also managed technology vendor contracts, the Emergency Management Plan, Information Security Plan, Business Continuity Plan, Disaster Recovery Plan, and served as lead coordinator for SOC Audits.

Prior to joining FBMC, Troy was a Program Manager for The Florida Office of the Attorney General. In this role, Troy provided project planning, daily oversight, accountability, advisory, and leadership, for the National Conference on Preventing Crime, and Florida Human Trafficking Summit programs. Troy is also an Adjunct Instructor for the Tallahassee Community College, a retired Police Captain from the Quincy Police Department, and a Veteran of the United States Airforce. 

Troy has an MBA Degree from the Columbia Southern University, a Project Management Certification from PMI, a Certified Business Continuity Professional from the Disaster Recovery Institute, a Florida Certified Contract Manager from the State of Florida (Department of Management Services), and a Law Enforcement Certification from the State of Florida (Criminal Justice Standards Training and Commission).
