The Florida Department of Transportation has embarked on a project to re-engineer their Work Program business processes. The Work Program Integration Initiative (WPII) project will leverage new technology to drive the $40 billion, annual 5-Year Work Program to greater efficiencies; develop an enterprise-based solution that is flexible to meet the agency’s needs while maximizing resources; greater accuracy and responsiveness. The Executive Sponsor, April Blackburn, Acting Assistant Secretary of Finance & Administration will present on the agency’s journey on this pivotal project.

April Blackburn is the Acting Assistant Secretary of Finance and Administration and the Chief of Transportation Technology at the Florida Department of Transportation (FDOT). FDOT is responsible for one of the largest and most extensive transportation systems in the country. She has been involved in the development of the FDOT’s Technology Strategic Plan, Information Technology/Operational Technology (IT/OT) Alignment, Civil Integrated Management and is the leader of the newly developed Transportation Technology Office.

April is a technology leader operating in Florida’s public sector. With 29 years of experience operating in the IT public sector, April specializes in developing and implementing technology. April’s career with the State of Florida began in 1989 where she first landed a part time position with the Florida Department of Transportation. April served as FDOT's Chief Information Officer from May 2015 – September 2016. In September 2016 April was promoted into the position of Chief of Transportation Technology where she is responsible IT/OT Alignment for the agency. In December 2017 April was asked to serve as the Acting Assistant Secretary of Finance and Administration where she is responsible for the delivery and the continuum of the Department's financial services to include planning, development, finance, administration, quality assurance and quality control. Supporting the primary mission of the Department to develop, finance and implement the Five-Year Work Program.
