Event Topic: Florida’s Courts Go Digital – Making It Happen
Florida’s Court System made the decision to switch from paper to electronic court files in 2013. Florida is the country’s third largest state and the Florida Supreme Court decided it wanted one system, state-wide, for filing electronic pleadings and issuing electronic orders. The problem was there were 67 counties, many of them with different systems and some with no system at all. The system is now fully operational with updates at least twice a year and others if needed as an emergency. Getting all different stake holders to agree on one solution was due in part to a unique management arrangement. This presentation will focus on the challenges of making it happen.
Our Speaker: Thomas D. Hall
Thomas D. Hall is Of Counsel with Bishop Mills law firm and is located in the Tallahassee office. Mr. Hall is also the President of TLH Consulting Group LLC, providing non-legal advice to those wishing to do business with courts.
TLH is working on several projects for the Florida Court Cerks and Comptrollers including the Florida Courts Efiling Portal and the eWills Depository. In the past he has advised, among others, a national redaction company specializing in redacting electronic court records, the Florida Association of Consumer Lawyers and an international company that provides electronic recording (audio and video) systems in courtrooms.
Mr. Hall retired as Clerk of the Court at the Florida Supreme Court in 2013 after 13 years as Clerk. While at the Court Mr. Hall also served a six-month term as the Acting Marshal. Prior to appointment as Clerk, Mr. Hall was the Chief Staff Attorney at the Florida First District Court of Appeal for approximately 10 years. Before that he was in private practice in Miami, Florida, for approximately eight years doing complex commercial litigation at the trial and appellate level. Immediately after graduation from the University of Miami School of Law, he was a law clerk to the Honorable Daniel S. Pearson at Florida's Third District Court of Appeal. After retirement from the State, he formed TLH Consulting Group when he was approached by several entitles inquiring about how to do business with Florida’s courts.
Mr. Hall has taught at the University of Miami School of Law, St. Thomas University Law School, the Florida College for Advanced Judicial Studies, the Florida Appellate Judges’ Conference, the Florida Conference of Circuit Judges, the Justice Teaching Institute, the Florida Workers' Compensation Institute, the E- Court Conference, various Florida Court Clerks and Comptrollers education conferences, numerous Florida Bar Continuing Legal Education programs and in the Barry University Legal Assistant's Program.
